If you want to protect the kids and your ministry never take for granted any volunteer. Let them know up front that a background check will be performed on everyone (including the pastors)
When I took over as the CP at the church the first thing I did was perform background checks on all the current staff as well as each person that has signed on from that point. Usually knowing that a background check is going to be performed is enough for the pedophiles to back down. Even if they don't before any person can work in the ministry the background check has to come back with no issues. we then put them on a team and the team leader will monitor that person for a few months (3). If at anytime during the review period they will either be removed or installed as a volunteer.
Backgrounds are also done for our Kids Camp. This way the parents feel a bit safer knowing that these checks are performed. This goes for the pastoral staff as well.
